Mass Gatherings

What makes it different

Scale changes the rules, not just the numbers.

Standard event safety frameworks are built for commercial events: fixed venues, predictable crowds, clear operator accountability. A mass gathering breaks every one of those assumptions. Arrivals are non-linear. Infrastructure is shared with the surrounding city. Crowd densities reach levels where a standard risk matrix stops being meaningful.

The consequences of a failure at this scale are not contained within an event. They are public, political, and permanent. That is why mass gathering safety is a distinct discipline, not a scaled-up version of event safety.

When you need this
  • Your event exceeds the scale where standard event safety frameworks apply
  • You are planning a pilgrimage, state ceremony, or national celebration
  • You need specialist expertise at this scale that is not available in-house.
  • Crowd densities, arrival patterns, or infrastructure constraints operate beyond what your current team has encountered
  • You need crowd safety expertise delivered and documented at government or ministerial level
  • Your event requires findings that can withstand public and regulatory scrutiny
What we do

Expertise calibrated to the demands of mass gathering conditions.

Crowd Risk Analysis at Scale
Systematic assessment of crowd safety risks specific to mass gathering conditions: density, heat, non-linear arrivals, and constrained infrastructure.
Crowd Flow Simulation
Agent-based modelling of crowd movement across multiple simultaneous flows, access routes, and peak density scenarios.
Independent Review
Assessment of existing plans, designs, or crowd safety approaches against the specific demands of mass gathering conditions.
Advisory at Government Level
Findings structured and delivered to the standard required at government or ministerial level. When independent authority matters, this is how advisory at this scale gets heard.
How we work

A structured approach for conditions where the margin for error is zero.

i.

Assessment and scope

Understanding the event, the site, the crowd profile, and the specific conditions that make this a mass gathering rather than a large event. Scope is always defined before any modelling begins.

ii.

Simulation and modelling

Agent-based modelling of crowd movement, density scenarios, and critical failure points across the full site, calibrated to the specific arrival patterns and infrastructure of the event.

iii.

Review and findings

A structured assessment with specific, documented recommendations. Deliverables are calibrated to the audience: operational teams, senior management, or ministerial level, depending on the engagement. The outcome is a set of findings you can defend at the level the engagement requires – to an operator, a government body, or a ministerial audience.

iv.

Ongoing advisory

For multi-year engagements, findings from each edition inform the next. The approach is cumulative: each cycle builds on what was learned before, not on generic frameworks applied from scratch.
